Mechanisms to encourage women entrepreneurs through education, training and employment
The consecration of the political representation of
women was concretized by the organic law of January 12, 2012 which
stipulates that “the State works to promote the political rights of women by
increasing their chances of access to representation in assemblies. elected ”.
In terms of schooling, according to data from the National Statistics Office
(ONS), more girls than boys pass the university entrance exam after obtaining
their baccalaureate
According to the Algerian Ministry of Higher Education, between 2006 and 2010, 59% of those enrolled in preparation for a bachelor's degree were girls. The constitution guarantees non-discrimination in hiring and equal pay. It also includes provisions against sexual harassment. The ONS also notes strong growth in female employment, which represented 5.2% of the total labor force in 1971, when it reached 17.4% in 2017
Nevertheless, despite the state's desire to include
women in the economic sector through the Constitution, laws, and the various
mechanisms to encourage entrepreneurship, many women in the country live in a
conservative environment that hinders their economic empowerment. This leads
them to develop economic activities in municipalities or neighborhoods other
than their municipality of residence
According to surveys involving 325 women as
part of the diagnoses cited at the beginning of the article, many women have a
negative image of women entrepreneurs. Indeed, some are reluctant to engage in
entrepreneurship for fear of failing in the domestic roles and tasks that are
traditionally "assigned" to them. Thus, it seems that in Algeria
there is a complex societal structure where several models of society coexist
Economically, the wilaya of Sétif stands out from
other wilayas by its economic and commercial dynamism, reinforced by the
existence of several university centers, and vocational training and
specialized education centers. This region registers insufficient participation
of women in the economic sphere which is similar to other regions but there is
a strong entrepreneurial intention among young women
Although each wilaya has a directorate of the National
Agency for Micro-Credit Management in Algeria (ANGEM) which supports training and
support for project leaders, only 46% of entrepreneurs benefit from this type of devices.
More generally, the importance of involving local authorities and grassroots
associations in sensitizing women on the benefits of entrepreneurship,
especially in sectors such as the social and solidarity economy, was underlined
